Is a package price fixed or an estimate?

Fixed. A package lists its deliverables and its exclusions, and that scope ships for that price. Work outside the list becomes a written change order you approve before it starts.

Payment schedule

40% to start, 40% at the agreed midpoint milestone, 20% on handover. Retainers are billed monthly in advance and cancellable with 30 days' notice.
